This was a congressional tribute and includes the great seal at the top of the program and the original tassel is still attached. The statue was installed in the U.S. Capitol the first statue honoring a disabled person, unveiling a bronze of a 7-year-old Helen Keller at her moment of epiphany when she solved “the mystery of language” without sight or hearing.
